Very loosely based on Shakespeare's The Tempest, this musical takes place in 1940s Hong Kong just after WWII has ended.
Prospero decides to extract his revenge on Ferdinand at last, and so calls the assassin in to do a job for him. Ferdinand is an assassin who has forgotten his past, but Prospero knows that past. He orders Ferdinand to be Miranda's bodyguard. Miranda is a woman, now blind, that Prospero has helpless in his keeping. He loves her and hates her at the same time, because during the war she chose Ferdinand instead of him. Now Miranda is blind, and Ferdinand has lost his memory, so Prosper thinks it's very fitting to put the two together.
Meanwhile, Carey is also plotting revenge because Prospero drove his mother from her former position of glory and caused her to go mad.
Ferdinand's father Alonso is the new governor-general of Hong Kong, and Prospero hosts a party for him, where he implements the last stage of his revenge, for he has paid Ferdinand to kill Alonso. But Ferdinand, despite throwing Alonso away when he rushes to greet his long-lost son, doesn't kill him.
Prospero visits Alonso to play a little Russian roulette while explaining his master plan. We also learn about Alonso's betrayal of Prospero years ago. He challenges Alonso to a duel, but in the end, Prospero can't kill Alonso. He declares his revenge complete, and frees Ariel. Ariel argues that this isn't a satisfying ending. Then Anthony turns on them both, declaring that he'll take control of everything. A shot rings out of the shadows, killing Anthony. Prospero wonders if Ferdinand has recovered his memory.
Eventually Ferdinand's memory returns, and he confronts Prospero. But he doesn't kill him either, because Anita appears with a gun held to Miranda's head. Anita knows that Miranda is a threat to her partnership with Ferdinand. She begs him to leave Hong Kong with her. Ferdinand faces her down and takes her gun. She admits to loving him. Ferdinand promises to never leave her. They go home together, leaving Miranda with Prospero.
Just as they prepare to leave Hong Kong, Anita acts very strangely. We soon see that she has made a deal with the British spies. Alonso and Ferdinand make their peace.
Prospero realises his time has come, and sends his men away while walking through the city. They try to stay with him, but he drives them away. Carey and his friends catch him in an alley alone and kill him. Ariel has started the cycle again...
Ferdinand realises that everything up to this point has been Ariel's plotting and faces him down. Ariel pulls Miranda into it once more, but this time their love overpowers Ariel's tempest.
