Fires and brawls are the flowers of Edo.

Amid the many fire brigades of the city, Chief Hanji of the Yo-kumi has a good disposition and is handsome, which makes him extremely popular with the locals.

This Chief Hanji and Chief Minokichi of the Ka-gumi get into a quarrel at the scene of a fire which turns out to be lucky, and the two brigades reconcile.

Meanwhile, Shinosuke, the sales clerk at Bizenya, catches O-Kinu and her subordinate Yasuzou committing a crime, and he makes them hand over money to him.

Minokichi was employed as a doorman at the Bizenya, and Shinosuke asked him for advice, but then Hanji declared they should leave it to him.

The woman who hums Niigata folk songs (okesa) has been on Hanji's mind.

Hanji is keeping an eye on O-Kinu, who is waiting for Shinosuke to arrive when events from five years before float into his memory.

(The second son of a high-ranking samurai vassal, Hanji was obsessed with pleasure-seeking to the point that he was disowned. His wanderings brought him to Niigata, where he fell in love. That woman he loved is O-Kinu.)

After that, Hanji had returned to Edo without telling the woman, but O-Kinu had followed him to Edo, and eventually found herself falling into the wrong path.

At Hanji's urging, O-Kinu is very determined to wash her hands of the shady business, so she transforms herself into a street musician, complete with shamisen, and sets off for her hometown....
