Summary

WARNING!! MAY CONTAIN SPOILERS!!

The story takes place in 1830s Edo,

The progress is coming in Japan, and the government decide that they need an accurate map of the Edo Bay. It may be useful if the foreigners decide to attack Japan, they think.

Two teams try to make the map. One's chief is Torii Youzo, and the other's - Egawa Hidetatsu and his right hand man Watanabe Kazan. The government prefer Egawa's map, as it is accurate and done in the European, which is progressive and scientific, way.

Egawa's pilots Shimada Yuutarou and Shimozone Kinzaburou are best friends, They celebrate their victory in a pleasure quarter, where Yuutarou falls in love with Tsutakichi, a courtesan. Kinzaburou warns him that one of their rivals, Kazahara, is her wooer.

Meanwhile Torii thinks himself humiliated and plots revenge. Kazahara, his confidant, hears from Hanai Hajime that Watanabe is an opponent to sakoku (Japanese self-isolation policy) and has a writing on that matter in his house, Because criticising sakoku policy is considered a high treason in Edo Japan, after Kazahara's report Watanabe is put under arrest.

Kinzaburou asks his father, the Minister of Internal Affairs, to forgive Watanabe. He is successful: poor man is saved from execution, but lives in home imprisonment in Tahara.

Meanwhile Yuutarou asks his father to disown him as he wants to marry Tsutakichi, and that marriage may bring disgrace to his family.
He uses the opportunity to castigate Hanai and Kazahara, and then he decides tp leave for Nagasaki to study European science there,
Kinzaburou and Tsutakichi bid him farewell.
